To establish its assessment, the Mutualité reasoned “at a constant age”, without taking into account the fact that policyholders move each year into a higher age bracket, therefore moving to a higher rate, explains Que Choisir. If we take these changes into account, “on average, an increase of around 10% would actually be experienced by consumers,” underlines the association. This average also hides “much more significant developments, particularly for retirees, since we have recorded increases of 25% and even 30%,” she reports.

On the merits, the consumer association denounces in particular management fees which vary "hugely" between complementary, which range from "10%" of the contributions collected for the Pro BTP mutual to "28%" for the insurance broker and wholesaler. For the entire sector, management costs remain “extremely high”, of the order of 20% on average of the contributions collected, indicates Que Choisir, taking up a recurring criticism against complementary health insurance. “It is clear that the concentration of the sector” (from 1,074 players in 2011 to 664 in 2022) “has not been accompanied by rationalization or economies of scale for the benefit of policyholders,” concludes the association.
