However, the assumption in the report that astronomers have so far only been unable to see the "spray from the mini-probes" because they do not reflect enough sunlight to be detected by telescopes seems a little absurd.

No, probably not. The report states that probably all artificial working devices embedded in the earth's atmosphere do not carry biological entities. The reason is simple: Aliens would probably not survive the long journey either. The report hypothesized that devices capable of withstanding the dangers of space and interstellar radiation could be equipped with artificial intelligence, allowing them to repair or even reproduce themselves given the right resources and knowledge of technologies such as 3D - would have pressure.
