The German Football Association (DFB) informed the "ARD Sportschau" on request that it was aware of the program of the organizing committee. However, it would not be supported by either the DFB or the National Team Fan Club. It is known that "German fans took part/will take part, but we don't know how many fans are taking part," said the DFB.

In general, around 35,000 German fans bought tickets for the tournament. For the World Cup in Russia four years ago, 62,000 tickets went to German fans. Traveling and staying in Qatar is very expensive.

The organizing committee for the Winter World Cup, which begins on November 20, has invited fans to travel to the tournament with money. The fans should create a good mood in social networks and be part of the opening ceremony. In return, Qatar covers the costs of flights, accommodation and participation in activities and events.

Abroad, some fans enthusiastically promote their role as “fan leaders”. Several of the fans – including some from Germany – have already been to Qatar to attend events or games or, for example, to meet the English World Cup ambassador, David Beckham.

The fans involved have the option of staying in Qatar until the end of the tournament on December 18 at the expense of the hosts in the "Fan Leader Network" program. According to the report, there is also “pocket money” of 250 riyals a day (currently around 70 euros). Apparently a pre-loaded Visa card is issued upon arrival.

In a code of conduct, the fans involved agree to support the World Cup “by liking and sharing” posts on social networks. The use of the slogan "Qatar - the fans' world cup" and the hashtag is also agreed

The World Cup Organizing Committee will closely monitor the social media posts. And reserves the right to request changes or deletion of posts. Derogatory comments should be reported to the committee and removed.

As part of the "Fan Leader Network", around 1,600 fans from all 32 participating teams are to be part of the opening ceremony at the invitation of the organizing committee. According to “Sportschau”, they should be seen cheering in the television picture and singing a specific song when their team is the subject of the celebration.

According to the World Cup Organizing Committee, nominations are made by “the most active fan leaders”. The DFB announces that it is neither involved nor supports the procedure.

The World Cup organizing committee has not yet answered questions about the details. Apparently around 450 fans from 59 countries are involved. Dutch fans confirmed on the NOS channel that the trips will be paid for.
