In any case, this is one of the proposals in the parliamentary report commissioned by the government on the insurability of communities. More and more municipalities are no longer able to insure their property. The reasons are multiple. Due to the increase in natural disasters, insurance companies, which had slashed prices in the 2010s, have abandoned this market. The riots of June 2023, which cost insurers 730 million euros, worsened the situation.

In this context, the government asked the mayor (Horizons) of Vesoul, Alain Chrétien, and the former president of Groupama, Jean-Yves Dagès, to think about solutions. They recommend the creation of a “riot fund”, which could operate on the model of the compensation scheme for victims of natural disasters (cat'nat) or attacks (Gareat). This “exceptional social risk pooling” system could be fueled by the 45 million French insurance contracts. Alain Chrétien and Yves Dagès also propose an allocation for “social risks”, accompanied by an “emergency aid” component. »

The authors of the report, which will be submitted to the government in the coming weeks, recommend involving insurers with communities to better prevent risks. They advocate introducing more negotiations into contracts, currently passed through calls for tender.
