The December 16, 2005, the mexican journalist and human rights defender Lydia Cacho was illegally arrested, tortured for twenty hours, imprisoned, and put to trial for a year after having documented the existence of a network of child pornography and money laundering under collusion of nineteen public servants. Among others, three governors, a judge of the state, an attorney general of justice of Puebla and a state attorney of Quintana Roo, a senator, a president of the high Court of Justice, a director of prison, five policemen and two gunmen hired by the businessman Kamel Nacif Borge.

The governments of Vicente Fox and Felipe Calderón used the institutions of justice to deny him access to his defense and protection. Lydia Cacho were given three trials of civilians to avoid to continue with his journalistic work.

After several attacks by death, brief exile by threats and the loss of work by pressures to the media on that worked, Lydia Cacho continued to publish their research.

In 2007, the Supreme Court of Justice of the Nation, acknowledged that his research: “it was short of a staggering reality of trafficking and exploitation of children protected by members of the mexican State”. July 31, 2018, in Geneva, the Human Rights Committee of the Organization of the United Nations, issued the first ruling against the mexican State in the history. In it, requires to the mexican institutions, the repair of the damage integral Lydia Cacho; recognises that it was illegally arrested, tortured and re-victimized by the mexican State.

the undersigned demand that the mexican State, the president, Andrés Manuel López Obrador, the ministry of the Interior, the Attorney-General and to the governments of Puebla and Quintana Roo, to act according to what corresponds: the repair of the damage integral which includes all agreements with Geneva.

A) Publish the extract from the decision of the Committee in the media of major national circulation.

B) Make effective the plan of comprehensive reparations agreed between the parties, including the public apology to Lydia Cacho from both the federal government and of the States of Quintana Roo and Puebla.

(C) to Give full access and unrestricted to the victim and his or her defence on the progress of the research. He has been refused access to your record.

(D) Promote the effective and concrete the repeal of the criminal offences that are now used to criminalize journalists.

(E) Arrest and prosecute all those involved, because the evidence is legally sufficient to do this. The networks of trafficking of women and children in Mexico belong to the organized crime, and are related to institutions and mexican companies. Forgiveness politician is not acceptable.
