Rekryteringsmyndigheten working with recruitment of personnel to the armed Forces, the police and other businesses in the state. Among the agency's employees are 50 psychologists whose task is to examine and evaluate the persons who shall be engaged to the often sensitive services.
But when Rekryteringsmyndigheten would hire a new psychologist in charge of its own business brought the addition of internal criticism.
Already in the summer of 2017 was launched in service, but the authority was not satisfied with those who sought to. Therefore, this process was terminated and a recruitment agency got the assignment to find a new psychologist in charge. In the days before christmas, on 19 december 2017, was announced on the new. Application deadline was just after the new year, on January 3, 2018. The advertisement was never placed on the web, but was put up on the notice board inside the agency's headquarters in Karlstad.
Stockholm is now set as the possible establishment in addition to Karlstad, it came in the end only one application to the topptjänsten – from a man with links to the manager who overlooked the recruitment. He got the job, and is now responsible for the whole of the authority's psychological activities and to ensure that the employees psychologists have the necessary skills.
the DN has spoken with several of the Rekryteringsmyndighetens psychologists who are critical of how the recruitment process went to. Internally at the authority, it has gone out of e-mails and held meetings where recruitment has been discussed.
" They have trixed and fixed in a manner unbecoming of a government authority, says a psychologist.
"It is embarrassing that this happens at just Rekryteringsmyndigheten," says another.
A psychologist who worked nine years on the authority appealed against the recruitment to the State board of appeal. She had applied for the post when it was first announced in the summer of 2017, and was also called to a recent meeting with the recruitment agency. But when the service again was advertised on the board over the christmas holidays, she got nothing to know.
on 12 november 2018, decided the State's board of appeal that the employment should be done in her case.
”[the Psychologist] appear to be very well qualified for the service. Of the documents in the case it is not clear that the agency made a qualitative assessment of [her] merit and skill, according to the law on public employment,” writes the board in its decision.
Also the agency's former psychologist in charge appealed the decision and was critical to how the process went. She had left the service because the place of employment would be moved from Kristianstad, sweden to Karlstad and had not received information about a new ad set up with the new place of work in Stockholm. Therefore, she wished that the recruitment would be done or that she would be offered the opportunity to have left the service with the place of work in Malmö or Stockholm.
”the Authority has not communicated to her, as holder of the service, they changed the conditions, and thus have prevented her from showing interest in the service,” the board of Appeal, her attitude.
In her case went to the board on the authority's line and looked at her not as an applicant.
working with hr-issues in Rekryteringsmyndigheten, says that they will follow the board's decisions and about the employment procedure in one of the cases. The psychologist who appealed and got the right of the board will undergo the same assessments and tests that the new chefspsykologen.
" Are we where with two chefspsykologer so we have a redundancy, and then we need to make a transfer investigation. Then, there are the usual turordningsreglerna, said Petra Knape.
She says that the authority thought that they had received a small number of applicants when they first advertised the service, and that none of those who sought then met all of the requirements. When a recruitment agency took over the process altogether one does not need to advertise as widely as in the past.
" No, but we had started a collaboration with an external party who actively searched candidates based on our requirements. They found three people that I and Marcus ”[Hammarnäs, the head of the department] met in an interview. Two of them underwent several tests and was informed when the ad went out. But it was a public ad that anyone could search.
"It was not our intention," says Petra Knape.
" You get to see the whole picture in this, we do not see that we are in any way abandoned any rules or laws.
on Rekryteringsmyndigheten think she is because some of the staff are above in the way in which recruitment occurred.
" They are unaccustomed to this type of recruitment processes where we bring in an external party to implement parts of the recruitment process.
Rekryteringsmyndighetens head of department Marcus Hammarnäs stood as the contact person when the ad was put up on the notice board at the end of december 2017. He had himself only been on the authority in a few months when he was with and employee the new chefspsykologen.
Marcus Hammarnäs was previously the managing director of a private healthcare supplier, where a prospective chefspsykologen worked. They had met even before that, including in the träningssammanhang. In an article about the training that the man wrote 2012 is Marcus Hammarnäs in the picture.
He does not want to go with that he and the new chefspsykologen know each other since earlier, but says that they ”knew” each other. He describes their relationship as professional and say that it affected the recruitment process.
"We at the authority are able to make a judgement based on the merits and skills of an external candidate, in the same way as if it were an internal candidate," says Marcus Hammarnäs.

he can't comment on the process when he was hired, but stresses that he had undergone several tests and interviews and is well qualified since he already have worked in the past with recruitment issues for several major authorities, including the Police department, where he developed processes for chefsurval.
"My assessment is that there are my credentials, my skills and my personal qualities in which I offered this service," he says.
the DN has sought psychologist whose employment procedure will now be made. She refers to what she wrote to the board of appeal.
