Hardness: a risk to allow even more officials from more early in retirement

active categories of the public service. In total, more than 750,000 employees today enjoy an early retirement, well before age 62.

Among them, the "assets" of the State are the number of 156.600 (without taking into account the military), those of the local communities 55.086 and those of the hospital, 498.469.

For a period of active service which is according to the trades, 15 or 25 years (gradually increased back to 17 or 27 years old), employees classified in the active category may start at an age early age of 52 or 57 years, depending on the case.

The cost of the departures in the active category is of the order of 1.9 billion euros in 2012, according to the report of the Court of accounts on the retirement of officials in 2016. An annual cost, to which should be added $ 1.8 billion to the special regimes of public companies, always according to the Court of accounts. And as has been pointed out many times, the jobs in the public sector do not pay a surcotisation to allow their agents to leave early in retirement, what are the taxes the French pay for the cleanup.

Several exceptions

With the reform to a universal system of retirement by points, the agents currently in the active category of the public service or special diets are supposed to switch to the account painfulness. According to the draft law on pensions, the extension of the account painfulness to the public service and to the special diet will result in an increase of 300,000 in the number of beneficiaries.

Exit therefore, on paper, the active categories to 52 or 57 years: now this will be at best 60 years for all employees currently classified as active category. But it is to several exceptions: the state, the military, those who have already completed their active duty in their employment classified as active category (15 years or 25 years depending on the industry), those born before 1975... in Short, most of the agents in the active category is not likely to be affected by the reform and will continue to 57-year-old...

The minister of public Service, Olivier Dussopt has already ensured that the "essential part" of the agents would be eligible for the professional account of prevention (C2P) (the account painfulness, editor's note), and would have ensured that there would be no losers...

So, are we moving towards a universal regime at the two speeds where the public officials and officers of public enterprises can continue to retire at 52 or 57 years old when the others will start between 62 and 65 years of age?

The risk is real also allow more agents from earlier. Lobbying public has already started, based on a study of the Dares explaining far and wide that the hardness is greater in the public than in the private sector, such as psychosocial risks. In this study, the contact with the public is even classified as a "constraint", and by definition the public service workers are more exposed... So what? The 300,000 agents in drudgery, or about 700,000, or a million? No one knows, because it does not yet have the impact study. Could this even lead officials from, on average, still earlier than today? It would be a shame, then, that the starting age for them is already much lower than in the private. Hence our note of vigilance 4/10.
