DN Debate. Primary care is being expanded and will receive 1.4 billion more in four years

After the elections in september formed the moderate party, the Centre party, the Liberals, the Christian democrats and the green Party a new blue-green coalition in Sweden's second largest parliament, the Stockholm county council. Today we present a budget for 2019, the blue-green coalition's first, with the clear bets on primary health care, health care employees, expansion of public transport, reduced carbon footprint, and mental health.

Our five parties have agreed to jointly control the county council, soon to be the Region of Stockholm. It gives the Region a stable management with both force and the like can maintain a high reformtempo the next four years.

We are increasing the number of buses with 127 000 next year and to make further efforts for a safe, punctual, clean public transport.

At the end of this year, the Stockholm Region that have shown positive financial results in a total of 12 years. It makes us unique in Sweden. The orderliness in the economy provides stability and the opportunity to finance the large investment needed in Europe's fastest growing metropolitan region.

At the side of this implementation investment of 15.7 billion in 2019 and nearly 125 billion in the next ten years. We are investing in new emergency wards, psykiatrilokaler, wards, and förlossningsplatser, but also in new capacity for public transport such as metros and tramways.

We will take a regional leadership to drive the Stockholm region's interests in Sweden and become Europe's most attractive metropolitan region. The stockholm region is growing strongly, with 40 000 new inhabitants annually, and by 2050, we, with a good margin that passed the three million people. This places high demands on an expansion of health care and public transport.

1.4 billion in four years is a part of a great reform which means that the medical center the responsibilities increase. The Swedish health care need to be less ”sjukhustung” to give all patients the right care, at the right time, at the right level.

To ensure the care needs of a sufficient number of employees, especially in health care county council round-the-clock operations is the Stockholm Region's greatest challenge. For the high turnover of nurses, lack of the necessary skills and recruitment difficulties have led to a busy and pressured working environment for many employees. This, we need to clear at the same time as we set about to manage the climate.

our Employees are our most important resource. We want that the Region of Stockholm is a pioneer in the publicly provided services in Sweden when it comes to retain, recruit and development of the health care professions. A problem in the publicly driven health care in Sweden is that it's too top-heavy. We should change that.

1.

Thanks to 12 years of order in the economy, we can in this budget to make great, and targeted at both health care and public transport, as well as investments to prepare the Region for a rapidly growing population. Continued order in the economy and efficiency improvements that reduce bureaucracy and administration is crucial for long-term stability and therefore becomes central, even ahead.

A stable economy will become even more important in the future, when the economy normalized. Tax revenue is estimated to develop at a slower pace than the past few years and skatteutjämningen proposed in a new study that will be doubled to 3 billion.

2.

There should be a shift in policy, where more decisions should be taken by managers and employees in the healthcare sector and fewer of us politicians. Forward to all of the Region's employees have the right to annual salary and performance reviews. The salary shall be set individually and the dispersion of earnings must increase. Working hours, scheduling and staffing shall be determined in the business and on the basis of the – patients ' – needs.

This we believe will be crucial in order to more comfortable and want to stay on the job. In order to recruit and retain more, however, needs a close cooperation with the state, which is responsible for the entire country's health and sjukvårdsutbildningar. The Stockholm Region is one of the nation's largest employers, and we will therefore take the initiative for a forum for consultation with the next government.

3.

More to get vardagspusslet to go together without a car. Public transport is eco-friendly and it has a crucial role to achieve the set climate goals. The funding will continue to build on in equal parts takings as tax revenue. The price of the SL-card to be adjusted to 890 sek, and important revenue will be donated to go to the developed public transport.

During the term of office will continue the work on completing the light rail to Kista and Helenelund and the widespread expansion of the underground. We are increasing the number of buses with 127 000 next year and to make further efforts for a safe, punctual, clean public transport.

4.

All residents should have access to a safe near care. Our largest investment is made in primary health care: a 360 million more in 2019, a permanent bet that means over 1.4 billion during the term of office – a part of a major reform in which the health centers shall be able to take care of hand even more and greater care needs, for both physical and mental health.

at the same time continue to work to cut waiting lists. The Stockholm Region already has among the nation's shortest waiting times, among other things, for that we have and encourages a diversity of actors. All patients will receive treatment in time and at the right place.

5.

the Region of Stockholm shall contribute to a reduced carbon footprint, both in its own activities and through the role of regionplanerare. Therefore, we have agreed on a regional klimatfärdplan, which should lead us towards the goal of a climate neutral urban area.

In this work, the Region should be a role model in energy efficiency and have an aggressive deployment of solar cells. We shall also make vulnerability management for our properties, to cope with a changing climate.

in recent weeks, we have had constructive talks and are now looking forward to for many years to take a coherent blue-green-leadership for a sustainable capital region of denmark, which is well functioning and attractive for both residents businesses and visitors.
