To develop the Swedish library community is an important issue for the democratic society and the strategy highlights the libraries ' importance. This strategy has the Royal library, presented six proposals for reform. The reforms corresponding to the amount of 250 million per year in 2018-2020 can be applied for by the municipalities within the framework of the initiative the Strengthening of the library. But the reforms proposed in the strategy are not directed to folkbiblioteksutveckling at the local level and are not searchable for municipal initiatives.
the arts council has today the responsibility for the Strengthening of the library and the first year of bidragsgivning has given us a broad and diverse picture of the folkbibliotekens needs. 94% of Sweden's municipalities sought and received grants in the Strengthening of the library in 2018. The total amount of funding applied for was just over 443 million, which demonstrates the high needs of the municipalities, but also a strong willingness to grow, and resourcefulness. The value of targeted grants to the municipalities are disputed, but the strength with the Strengthening of the library is to bet based on that it is the libraries themselves that define the next strategic stage of development, based on local conditions and needs.
We see how public libraries play an important role for social cohesion and has the potential to be a key player in the local community through partnerships with, for example, care for the elderly, adult education, associations, nursery school, child health and school to promote reading, knowledge and culture. The applications show that the public libraries are prepared to respond to these challenges in order to meet the objectives of the bibliotekslagen, but that one and the same solution is not possible and that diversity and variability are defining for the public libraries in the country.
The six reform proposals do not correspond to the six areas highlighted in the strategy, they correspond to neither folkbibliotekens needs as they are expressed in the initiative the Strengthening of the library. The proposals concern, in particular, centralized solutions for medieförsörjning, skills development, and a strengthened national biblioteksmyndighet. The question is what happens if the funds currently used to meet needs at a local level, moved to the national bets? It is only when we see what the reform proposal, which is not together with the strategy that we can begin to prioritize seriously.
