The Norwegian striker missed the outgoing English champions' last two matches in the Champions League. Belgian playing master Kevin De Bruyne, back from a hamstring injury and who resumed training on Monday, is also not in the Citizens squad, nor is his compatriot Jeremy Doku, also injured.
Phil Foden will start at center forward alongside Jack Grealish.
The winner of the match between City and Urawa will meet in the final on Friday the Brazilian club Fluminense who beat the Egyptians Al-Ahly 2-0 on Monday in Jeddah.
