CPF: the remaining 100 euros to benefit from training will be required from May 2

The date is now official. Published this Tuesday in the Official Journal, a decree confirmed that employees will very soon have to pay to be able to use their personal training account (CPF). As of Thursday, May 2, the remainder will be due, in order to benefit from training, it is thus specified. In detail, the “compulsory contribution to the financing of eligible training” to the CPF is set at one hundred euros. A sum which will be reviewed each year, following inflation. “This decree comes into force on May 2, 2024,” it is also indicated.

However, not everyone is concerned by this participation: job seekers are exempt, as are workers whose “training is the subject of a contribution from their employer, including when this contribution is paid by the employer in application of a company or group agreement, a branch agreement or an agreement concluded by the trade union organizations of employees and employers managing a skills operator. Likewise, employees who carry out “retraining actions” are also exempt from this payment.

Criticized by employee representatives, the introduction of a flat-rate contribution should allow the State to save “200 million euros”, according to the Minister for Public Accounts, Thomas Cazenave. A way to limit the massive expenditure of the CPF, the cost of which amounted, in 2021, to some 2.6 billion euros, according to the Court of Auditors. The institution thus suggested, last June, establishing a “remaining charge [which] should be set at a fairly low level, for example 5% or 10% of the cost of training, and modulated according to the level of qualification of the training desired by the beneficiary.

The other avenue formulated recently, aimed at limiting the financing conditions of the motorcycle license via the CPF, has not yet been made official in the official journal. Opened on January 1, this possibility is a victim of its success, and could soon be restricted.
