Slight increase for the draft Culture budget, with 4.46 billion euros

The budget of the Ministry of Culture will amount to 4.46 billion euros in 2024, an increase of 241 million (6%), Minister of Culture Rima Abdul Malak announced to the press on Wednesday. This envelope includes the Culture mission as well as the media components (excluding public audiovisual), books and cultural industries. “Culture remains a driving force in our country,” said the minister, emphasizing the “record level” reached by its credits.

This “transformation and inspiration” budget aims in particular to “accelerate the ecological transition”, “better produce and better disseminate”, “embrace new technologies”, “renew audiences”, “anticipate the succession of trades and skills” and “revitalize the territories”, she listed.

In detail, 746 million euros (5%) are allocated to financing cinema and audiovisual production and video games in 2024, and 210.5 million euros will be devoted to the Culture Pass (for young people). Nearly 1.2 billion euros is dedicated to heritage (excluding restoration of Notre-Dame de Paris and part of the Heritage Loto financed by Française des jeux). Another billion will finance several support programs for the creation and distribution of live shows, the production and distribution of visual arts, in particular.

The additional 241 million will make it possible to “support artists, the next generation of professions, higher education schools” (84 million), to finance measures for “heritage, the transmission of memory and to (achieve) major investments” (86 million, including 55 for “major” heritage sites), according to the document presented to the press. Or to “develop reading and access to culture among younger generations” (7 million). Four million euros are planned for cultural projects combining art and sport labeled “Cultural Olympiad” (projects initiated from 2022 until the Olympic and Paralympic Games in the summer of 2024). Regarding public broadcasting, the 2024 allocation amounts to 4 billion euros (6%).

Furthermore, even if this should only come into force in 2025, the government is proposing to parliament, from this finance bill, to debate the transposition of a European directive which concerns reduced VAT in the market sector. art. After 2025, works of art will be subject “from start to finish” to a reduced rate of 5.5%, said the minister, on purchase and – new – on resale.
