Henry Cuellar, Jessica Cisneros will contest the runoff election in Texas' 28th Congressional district

According to the Associated Press , neither candidate was able to clear the 50% mark in the late May runoff.

Cuellar has been representing the district since 2005. In January, the FBI raided Cuellar's home as part of an investigation regarding Azerbaijan and several U.S.-based businessmen.

Cuellar was the leader of the pack, receiving 48.5% and Cisneros 46.8%. Tannya Benavides was a progressive educator who won 4.7% of the vote. Cuellar's strong showing in rural areas of the district and his base of support in Laredo put him in first place early Wednesday morning. Cisneros managed to keep Cuellar below 50% thanks to her participation in Bexar County, San Antonio, Guadalupe, and Atascosa Counties.

Cisneros interned in 2014 for Cuellar and lost by less than 3000 votes to him in her primary challenge 2020.

"No matter what happens, no matter how many times, the victory is coming today or tomorrow, or even in May, regardless of what happens." Cisneros assured supporters that we would win because of all the support I have received.

This is Cuellar’s first primary runoff election. After Cuellar's win in 2020, Cisneros sees the runoff as a victory for her campaign and her supporters.

Cisneros said, "The fact we are still waiting to receive results against an 18 year-old entrenched incumbent with millions in his war chest from corporate interests, and we're here with people power [is] a testament to how powerful those people [are]," Cisneros stated.

"This is a victory for progressives and a rebuke to one of the worst Democrats at the House. Aaron Chappell, Our Revolution's Political Director, said that it was a moment Our Revolution members worked hard for. "Congressman Cuellar has fought tirelessly for fossil fuel company subsidies while opposing workers' right of organization. We hope that tonight marks the beginning of a new era in South Texas.

Cuellar, despite having his home raided by FBI agents weeks before the primary, has managed to survive his most difficult primary.

Cuellar is currently a member of the powerful House Appropriations Committee. This role has been cited by voters as a reason for their support. Cuellar's immigration stance and his advocacy for increased border security resources have also been factors.

Republicans Cassie "Cassy" Garcia (an ex-deputy state director for Republican Senator Ted Cruz) and Sandra Whitten (the party's sole candidate on 2020 ballots), are also heading towards a runoff.

This year, seven Republican candidates were on Texas' 28th District's ballot, as opposed to one in 2020.

In south Texas, Democrats from Texas' 15th District are primed for a runoff. Ruben Ramirez, a veteran educator and Michell Vallejo, a progressive small-business owner, have both moved forward to runoff elections. In a highly targeted area for national Republicans, the winner will face Monica De La Cruz, Republican candidate.

Texas' 3rd district in the Dallas suburbs is headed towards a runoff between Republican incumbent Van Taylor and former Collin County Judge Keith Self. After voting to create a commission to investigate January 6th attacks, Taylor faced four challengers from right this year. Taylor voted against the January 6 select committee. The Senate didn't approve the commission Taylor voted on.

Greg Casar, a former Austin City Councilmember, has won Texas' 35th District Democratic primary. He will be the party’s nominee in November. Casar is a progressive supported by Justice Democrats, which also supports Cisneros.

Texas's runoff elections will be held May 24,
