The Social Court number 2 of Toledo condemned Quintanar De la Orden (Toledo), for failing to pay the "false interns" that were employed by this constary in summer 2108 to replace municipal workers. This allowed the 11,000-person municipality to save Social Security contributions and salaries.

This matter was discovered by the Labor Inspection in 2019. The city council had to pay the correct contributions to reflect the true situation of the fake interns. It ended up in court through CC.OO. The union believes that the cases are a double fraud for the false intern, in terms of salaries and contributions. They also constitute a Social Security scam. The City Council of Quintanar de la Orden now has to pay the "false interns", the difference between their 300 euro per month and the salary they actually received for the position.

According to the ruling, the employment relationship between the interns and the city council was "of labor nature from its beginning" and there is no evidence that the interns were part of any training program or tutor. The internships were completed by people who worked Monday through Friday, 9 a.m. until 2 p.m. (which is the summer day in many government administrations, such as town halls).

The ruling states that applicants for the scholarship rendered services voluntarily, paid, and autonomously. This leaves the presumptive scholarship holders alone almost all the time. It is not understood that the training interest and business interest predominate. Thus, the amount of the scholarship can be turned in to salary, and an agreement between the parties in an Employment Contract, declaring that there is an employment relationship between the city council and the workers>>.

This sentence led to the resignation of the secretary of Youth and Trade Union Training of CC.OO. Juan Carlos del Puerto of Castilla-La Mancha claimed that the new Scholarship Statute, which the Government, unions, and employers are negotiating, must respect the conditions of young people as well as protect the rights of scholarship recipients who, in many instances, it is used to provide cheap labor and continuous availability for the company. This is far from the goal of non-work practices that is to increase the employability of students>>.
