The 2023 budgets reach Congress with a clear path for parliamentary processing

The minister has arrived at Congress with a copy of the well-known yellow book, which contains the axes of these accounts, and "the third" that leads to the Chamber as head of the Treasury, as she has highlighted to journalists.

Along with her, the Secretary of State for Budgets, María José Gualda; the Secretary of State for the Treasury, Jesús Gascón; the Secretary of State for Public Administration, Lidia Sánchez; and the undersecretary of the Ministry of Finance and Public Administration, Pilar Paneque.

Montero has delivered the budget project for next year to the president of Congress. After receiving the Budgets, the Table of Congress will meet to qualify the project, which will be published this Friday in the Official Gazette of the Cortes Generales, and approve its processing schedule. In addition, the Table will open a period to request the appearances of senior government officials, scheduled for the week of October 17.

From there, the groups will have to decide whether or not they want to discuss the Budgets and present a complete amendment to return the accounts to the Government. These amendments will foreseeably be debated the week of October 24 and will be the first examination of the third Budgets of the coalition Government.

The Government will seek to carry out these accounts with a large majority and the Executive will begin to speak immediately with the parliamentary groups that have not shown a direct rejection of the public accounts.

The 2023 Budgets contemplate a spending ceiling of more than 198,000 million euros, which incorporate the increase in the salary of civil servants, the updating of pensions with the CPI, more health spending and new aid to families and the unemployed.

They also include the recently announced tax package, which contemplates the new tax on large fortunes from a net worth of three million euros, the reduction of personal income tax for income up to 21,000 euros, the increase in the tax on income from capital to from 200,000 euros, the reduction of the modules for the self-employed or the increase in the Corporation Tax for large companies, measures with which the Government hopes to enter more than 3,000 million additional euros.

PSOE and United We Can have agreed on the deployment of a Family Law that will include new conciliation permits, the promotion of a child-rearing benefit of 100 euros per month for families with children under 0 to 3 years of age and single-parent families will be assimilated, with two children, to the current category of large families.

With these accounts, civil servants will see their remuneration grow by 2.5% and may be increased by up to one additional point depending on variables linked to the CPI and nominal GDP.

Next year's accounts also contemplate updating pensions according to the interannual CPI for the month of November, which could be 8.5%, according to government calculations, which will increase pension spending by more than 190,000 millions of euros.
