According to the Economic Council, this will primarily promote the installation of electrically operated heating systems, which will remain an economic stimulus program for coal-fired power for the foreseeable future and tend to run counter to climate protection. "We are making the same mistake here as in energy policy: an immediate exit from a previously proven and comparatively highly efficient technology should be decided without a coherent, alternative overall concept being available," says Goldberg.

Last week, a joint draft bill from the Greens-led Ministry of Economic Affairs and the SPD-led Ministry of Construction became known. Accordingly, the installation of new gas and oil heating systems should be banned from 2024. In the coalition agreement, the goal of operating new heating systems with at least 65 percent renewable energy is only stipulated from the beginning of 2025.

Because of the Ukraine war, however, the coalition decided a year ago that this requirement should apply “if possible” from the beginning of 2024. The plans are now being finalised, but there should be exceptions.

According to the Economic Council, Habeck's plans are also extremely dangerous in socio-political terms due to their massive cost-increasing effect. "Enraptured green wishful thinking destroys prosperity and trust in politics at the same time," says Hamburg State Chairman Goldberg.

According to his own statements, his association is the Association of Entrepreneurs and sees itself as the voice of the social market economy. With almost 1000 members, Hamburg is one of the strongest state associations in the Economic Council, nationwide the "legally independent and politically independent" association has more than 12,500 members.

Federal Minister of Economics Habeck meanwhile defended the controversial plans and promised households state support in saying goodbye to oil and gas heating. The heat issue should not become a social issue, said the Green politician at a meeting of the VKU municipal utility association in Berlin.

The heating plans should be accompanied by a "major socio-political support measure" - as long as heat pumps are significantly more expensive than gas heating. Habeck spoke of public grants, at least for households that otherwise could not afford an exchange.

Chancellor Olaf Scholz also announced a significant expansion of renewable energies and climate-friendly heat supply in Germany. "From 2024 we will be installing 500,000 new heat pumps every year," said the social democrat at the association of municipal companies, with a view to the debate about the gradual phase-out of gas and oil heating. In addition, the gas power plants would be significantly expanded, which could later also be operated with hydrogen.
