Of course, it was the Chancellor's job to redefine the main features of German security policy after the Russian attack on Ukraine. After that, however, it would have been the defense minister's job to operationalize the "turning point" proclaimed by Olaf Scholz.

Christine Lambrecht, however, has so far failed to provide proof that she can fulfill this task. It was the chancellor who set the course in the past few months. Decisions were made at government headquarters on the Bundeswehr's arms sales to Ukraine, German commitments to NATO, the 100 billion euro debt fund, the purchase of the F-35, the initiative for European air defense and joint armaments projects with France. Scholz even had to intervene in the consultations with the industry about ammunition deliveries.

The chancellor has made it clear several times that he expects “more willingness to make decisions, more willingness to take risks and more efficient structures” from the Ministry of Defence. But Lambrecht is hesitating, trying to delegate risks and refusing the structural reforms that would be necessary to turn the Bundeswehr, which is geared towards crisis intervention operations, back into an army for national and alliance defense.

Admittedly, the task is gigantic, the management of the juggernaut of the German Armed Forces has already caused completely different political calibers to fail. But the fact that in a year since taking office Lambrecht has not even completed an unambitious project such as the drafting of an "inventory" of the already frequently analyzed dysfunctionalities in the defense apparatus is a sign of poverty.

On the other hand, it was productive in the production of breakdowns. Communication to semi-private helicopter flights or Patriot anti-aircraft systems for Poland is not even semi-professional. If the chancellor is “satisfied” with this, as his spokesman claims, he is thwarting his own turning point.
