Cecilio Vargas was the spokesperson for the Municipal Group of Citizens within the City Council of El Ejido and the councilor. He reminded Francisco Gongora this week that the "proposals that were approved in plenary sessions must be implemented, and not forgotten", he said.

According to the mayor's party, he has presented many initiatives in recent years that were approved, such as the proposal to implement a dog beach and the development of an Organic Regulation of the Plenary.

Vargas stated that "we have approved many motions, but they are not executed", and that there is no evidence that they are being executed or have been started. Vargas stated that the Municipal Corporation should be informed by the government team about the status of all approved motions and proposed proposals. This will allow them to determine if it is possible to present proposals that would benefit our town.

He stated that it was essential for the mayor to communicate clearly and that the mayor be reminded that plenary agreements must be followed and not hidden in a drawer.

Vargas explained that a motion (proposal) approved in plenary is mandatory and has an administrative character. He criticized the Consistory of Murcia for not fulfilling this requirement.

Citizens remembered that their group had presented in May 2016 a proposal regarding monitoring and execution motions and agreements. "This was unanimously approved by the 24 members" of the plenary session. It contained an agreement that was to be included in the Informative Commissions before the Plenary Session. This "point intended to inform Municipal Groups about execution levels, incidents, and the reasons for non-compliance with approved actions."

Vargas stated that the issue of execution of approved motions is a matter of concern. "We are talking about 2016, more than five year have passed, and this motion has yet to be fulfilled."
